RIBSA Snooker Competitions Rules 2014-2015

RIBSA have updated the rules for the Senior, Intermediate, Masters and Junior Snooker ranking Events for 2014-2015. If you need more information on the events you should email RIBSA on info@ribsa.ie or Text 085 2428701

RULES FOR SENIOR RANKING POINTS TOURNAMENTS

1. Only players who are citizens or persons who have been resident for more than one year in the Republic of Ireland are eligible to play in Points Tournaments and must be registered members of RIBSA to compete in any Points Tournament.

2. The prize fund for Points Tournaments will be determined by RIBSA.

3. The Committee will determine the entry fee prior to the start of each season. All entries must be submitted to host club or RIBSA text number or as advertised on RIBSA Website and must be received no later than 12 noon Wednesday prior to commencement of tournament.The Top 32 will automatically be entered into each Ranking Tournament. However, if a player is unable to play, he must notify RIBSA before the draw is made.  Otherwise, entry fee will be due.

4. The tournament draw will be published on the RIBSA website prior to the commencement of the tournament, with the date and time of first matches.

5. The allocation of tables for each session during the tournament must be fair and equitable.

      6. Match balls at all Points Tournaments to be approved by RIBSA.

(A) Tournament Director appointed by RIBSA will officiate at each Points Tournament.

(B)The ranking position of seeds for the opening tournament of a season will be based on closing position of previous season, i.e. the final point’s table.

      (C)Following the opening tournament of the season, the last 16 from that tournament will be the Top 16 in tournament two.  Where two or more players are level on ranking, position for opening tournament will determine position in tournament number two.

     (D)For tournament following the number two tournament, current accumulated points will determine seedings.  Where two or more players are equal on ranking and merit points, following tournament two, whichever player was highest in previous list, will retain highest position.

    (E) Top 32 will automatically be entered into each tournament.  Players must notify the RIBSA themselves, if they are unable to play.

7. Supervising Referees will be used in the earlier stages of a Tournament.  Players may have to play matches without a referee.

8. Referees of the highest standard possible are to be used at all Points tournaments.

9. No alteration to fixtures after the draw takes place.

10. Competitors must identify themselves to the Tournament Director at Control Desk at least 15 minutes prior to commencement of match.  At the match time, the names of players will be called; a table will be allocated subject to availability.  Any player not at the Control Desk at the time appointed for the match will forfeit one frame for being 15 minutes late or part thereof and one frame every five minutes thereafter.  This penalty will apply even when no table is available.

11.  Ranking points will be awarded for each match won, a bye or a walkover, provided always that the player plays in subsequent rounds of the tournament.

Ranking points will be awarded as follows:

            150 points for Winner                         80 points for beaten quarter-finalists

120 points for Runner-up                    60points for Last 16

100 points for beaten Semi-finalists   40 points for Last 32

30 points for Last 64

20 points for Last 128

12.  Neat dress essential for all matches, e.g. trousers and long sleeved, one-coloured shirt, buttoned at the wrist.  Jeans, tee shirts, jumpers or sneakers are not acceptable.  Any player not conforming to this rule will be disqualified and will forfeit his/her entry fee.  The Tournament Director shall determine the quality of dress.  Waistcoats must be worn at all times.  International waistcoats are not permissible at Points Tournaments.

13.  Required number of frames for all Points Tournaments, except the Irish Snooker Championship will be as follows:

5 frames to quarter-finals,

                        5 frames for quarter-finals,

5 frames for semi-finals,

7 frames for final.

The number of frames for the Irish Snooker Championship will be as follows:

7 frames for all rounds to Last 16

9 frames for Last 16

9 frames for quarter-finals

11 frames for semi-finals

13 frames for final.

The 128 Stage will be played down to the Last 16.

14.  Tournament Director will have authority to adjust match schedules at tournaments.

15.  Following the final Points Tournament before the Irish Snooker Championship, the Top 32 players available from the Ranking List will be entered into Irish Championships. However, they must notify RIBSA if they are unable to play.

16.  On completion of all Points Tournaments and the Championships,the National Champion and the Top 3 players available on the Senior Ranking Listwillqualify for the Republic of Ireland International Snooker team.

17.  Complaints regarding match venue, referees, etc… must be put in writing within 24 hours of completion of match to Tournament Director who shall note such complaint and report the matter to the Control Council.  The Tournament Director will not have the power to alter any match result.

18.  All members attending official tournaments, whether in a playing capacity or otherwise, shall be expected to conduct themselves in a manner befitting a member of RIBSA, i.e., in clubs, pubs, discos, hotels or other public places.  Anyone failing to comply with this ruling shall be brought before the Disciplinary Committee on a charge of bringing the Association into disrepute and if found guilty, may be disciplined.  The right to appeal is recognised and preserved.

19.  The consumption of alcohol by players and officials is strictly prohibited during play.

20.  A current Ranking List will be on display at each tournament venue.

21.  A copy of these rules will be available at each tournament venue.

22.  The decisions of the Committee are final in all matters.

23.    All players must abide by the Constitution and Rules of the Republic of Ireland Billiards and Snooker Association.  By signing the Player Registration Form, all players understand that Drug Testing can be carried out at any time and consent to this. RIBSA competitions are subject to the Irish Sports Council Anti-Doping Rules.

MASTERS RANKING TOURNAMENT RULES

  1. Only players who are citizens of the Republic of Ireland or persons who have been resident for more than one year are eligible to play in Masters Tournaments and must be registered members of RIBSA to compete in any Masters Tournament.
  2. Players must be 40 years of age or older on the day of the Tournament.
  3. Entry fee €20 on the day at Tournament venue.
  4. Neat dress is essential for all matches, e.g. trousers and long sleeved one-coloured shirt, buttoned at the wrist.  Jeans, tee shirts or sneakers are not acceptable.  Any player not conforming to this rule may be disqualified and will forfeit his/her entry fee.  The Tournament Director shall determine the quality of dress.  Waistcoats must be worn from Last 16 onwards.  International waistcoats are not permissible.
  5. All matches are the best of five frames.
  6. Competitors must identify themselves to the Tournament Director at Control Desk prior to commencement of match.  At the match time, the names of players will be called; a table will be allocated subject to availability.  Any player not at the Control Desk at the time appointed for the match will forfeit one frame for being 15 minutes late or part thereof and one frame every five minutes thereafter.  This penalty will apply even when no table is available.

  1. Winner                        – €7 per entry
  2. Runner-up                   – €4 per entry
  3. Semi-finalist x 2          – €2 per entry
  4. High Break                  – €1 per entry
  5. Host Club                    – €2 per entry
  6. Tournament Director   – €2 per entry

8. Ranking points will be awarded for each match played, a bye or a walkover, provided always that the player plays in subsequent rounds of the tournament.

9. Ranking points will be awarded as follows:

a . 150 points for Winner         80 points for beaten quarter-finalists

b.      120 points for Runner-up                    60 points for Last 16

c.       100 points for beaten Semi-finalists   40 points for Last 32

d.      30 Points for Last 64

10.  An Over 40’s Championship will be held at the end of the season after the final Over 40’s Ranking Tournament.

11.  All players must abide by the Constitution and Rules of the Republic of Ireland Billiards and Snooker Association.  By signing the Player Registration Form, all players understand that Drug Testing can be carried out at any time and consent to this. RIBSA competitions are subject to the Irish Sports Council Anti-Doping Rules

INTERMEDIATE RANKING TOURNAMENT RULES

1.      Only players who are citizens of the Republic of Ireland or persons who have been resident for more than one year are eligible to play in Intermediate Tournaments and must be registered members of RIBSA to compete in any Intermediate Tournament.

2.      The following players are ineligible to play:

  1. Any Player who finished in the Top 16 on the Senior Rankings in the previous season is ineligible for one (1) season;
  2. Former Irish Senior Champions are ineligible for ten (10) seasons:
  3. Former WPBSA member are ineligible for ten (10) seasons.
  4. Former Senior Internationals for five (5) seasons, (Must have more than 1 cap).

3.      Entry fee €20 for seniors and €10 for juniors (Under 21). Under 16’s are free. All entries must be submitted to host club or RIBSA text number or as advertised on RIBSA Website and must be received no later than Friday12noon prior to commencement of tournament.

4.      Neat dress is essential for all matches, e.g. trousers and long sleeved one-coloured shirt, buttoned at the wrist. Jeans, tee shirts, jumpers or sneakers are not acceptable.  Any player not conforming to this rule may be disqualified and will forfeit his/her entry fee.  The Tournament Director shall determine the quality of dress.  Waistcoats must be worn from Last 16 onwards. International waistcoats are not permissible.

5.      All matches are the best of five frames.

6.      Competitors must identify themselves to the Tournament Director at Control Desk prior to commencement of match.  At the match time, the names of players will be called; a table will be allocated subject to availability.  Any player not at the Control Desk at the time appointed for the match will forfeit one frame for being 15 minutes late or part thereof and one frame every five minutes thereafter.  This penalty will apply even when no table is available.

7.      The Prize Fund will be dependent on number of entries.

Winner                        – €7 per entry

Runner-up                   – €4 per entry

Semi-finalist                – €2 per entry each

High Break                  – €1 per entry

Host Club                    – €2 per entry

T D                              – €2 per entry

In calculating prize money, two juniors will be counted as one entry. Complimentary entries will not be included.

8.      Ranking points will be awarded for each match won, a bye or a walkover, provided always that the player plays in subsequent rounds of the tournament.

Ranking points will be awarded as follows:

            150 points for Winner                         8 0points for beaten quarter-finalists

120 points for Runner-up                    60 points for Last 16

100 points for beaten Semi-finalists   40 points for Last 32

30points for Last 64

                                                                  20 points for Last 128

9.    An Intermediate Championship will be held at the end of the season after the final Intermediate Ranking Tournament. Trophies will be awarded to Winner and Runner-up.  Prize money will be paid as normal less the cost of trophies.

10.  All players must abide by the Constitution and Rules of the Republic of Ireland Billiards and Snooker Association.  By signing the Player Registration Form, all players understand that Drug Testing can be carried out at any time and consent to this. RIBSA competitions are subject to the Irish Sports Council Anti-Doping Rules.

LADIES RANKING TOURNAMENT RULES

1.      Only players who are citizens of the Republic of Ireland or persons who have been resident for more than one year are eligible to play in Ladies Ranking Tournaments and must be registered members of RIBSA to compete in any Ladies Ranking Tournament.

2.      Entry fee €15 on the day at Tournament venue for ranking events and €15 for 6 Reds and National Championships.

3.      Neat dress is essential for all matches, e.g. trousers and long sleeved shirts, buttoned at the wrist.  Jeans, tee shirts or sneakers are not acceptable.  Any player not conforming to this rule may be disqualified and will forfeit his/her entry fee.  The Tournament Director shall determine the quality of dress.  Waistcoats must be worn at all tournaments.  International waistcoats are not permissible.

4.      All matches are the best of five (5) frames.  The Ladies Championship final will be the best of seven (7) frames.

5.      Competitors must identify themselves to the Tournament Director at Control Desk prior to commencement of match.  At the match time, the names of players will be called; a table will be allocated subject to availability.  Any player not at the Control Desk at the time appointed for the match will forfeit one frame for being 15 minutes late or part thereof and one frame every five minutes thereafter.  This penalty will apply even when no table is available.

6.      The Winner and Runner-up will receive a trophy.

7.      Ranking points will be awarded for each match played, a bye or a walkover, provided always that the player plays in subsequent rounds of the tournament.

Ranking points will be awarded as follows:

            150 points for Winner                         80 points for beaten quarter-finalists

120 points for Runner-up                    60 points for Last 16

100 points for beaten Semi-finalists    40 points for Last 32

Merit points will be awarded as follows:

            1 merit point awarded for each frame won, this includes byes and walkovers.

No mobile phones are permitted during play. Any player who picks up PHONE WHILE  frame is in progress will automatically forfeit the frame.

8.    A Ladies Championship will be held at the end of the season after the final Ladies Ranking Tournament.

9.    All players must abide by the Constitution and Rules of the Republic of Ireland Billiards and Snooker Association.  By signing the Player Registration Form, all players understand that Drug Testing can be carried out at any time and consent to this. RIBSA competitions are subject to the Irish Sports Council Anti-Doping Rules.
