International Referee Neil Shanahan made a special presentation to Rodney Goggins on becoming the first Irish Referee that has won an IBSF World Title to qualify as Class 3 EBSA Snooker International Referee on Monday the 30th of October in SBI Academy of Excellence HQ in Carlow.
