Message – Jim Leacy – AGM

On Saturday the 23rd of May the RIBSA AGM will be held and the position for Chairman will be up for election and you will find below a message from Jim Leacy.

Jim Leacy proposed RIBSA Development Plan 2015 onwards.

1 We need to find ways to increase participation
2 RIBSA need to concentrate on redeveloping strong regional associations
3 We need to give more responsibility for tournaments to the regional associations
4 RIBSA should assist the regions to run under age and intermediate ranking events
5 We should look at awarding ranking points to open events run in the regions (more about this later)
6 RIBSA should run qualifying competitions for under age International events, in The Ivy Rooms Carlow
7 Senior ranking events and Masters ranking should be run in one central venue, The Ivy Rooms Carlow
8 All under age national championships run in one central venue , The Ivy Rooms Carlow
9 Intermediate Championships run in central venue, The Ivy Rooms Carlow

Senior Ranking Points Tournaments

1 No deductions from prize fund. Total entry fee paid out in prize money
Cost to RIBSA estimated at €300 per tournament x 7 € 2,100.00
T.D’s x2= €120 Refs x 2= €120 Club €60
Guaranteed prize fund for Seniors = €1000.00
Winner €500 Runner up €250 Semis €100 High Break €50
Will require 34 entries at €30. Entry fee Adults €30 under 21 €20 under 16 €10


Masters Ranking Tournaments
1 No deductions from prize fund. Total entry fee paid out in prize money
Cost to RIBSA estimated at €150 per tournament x 7 € 1,050.00
T.D x1= €50 Ref x 1= €50 Club €50
Guaranteed prize fund for Masters = €500.00
Winner €250 Runner up €120 Semis € 50 High Break €30
Will require 25 entries at €20


Intermediate Events
RIBSA will only run an Intermediate National Championships
Cost to RIBSA estimated at €150 per tournament € 150.00
Intermediate events will be organised and run by the regional associations.
At least one intermediate event will be run in each of the 4 regions


Under age events
RIBSA will only run under age National Championships and International Qualifying Competitions
Cost to RIBSA estimated at €150 per tournament x 6 €950.00
Under 12,14,16, 18, 19 and 21
3 Qualifying competitions €450.00
The regions will be encouraged to run under age competitions in each age group.
Additional costs to RIBSA € 4,700.00
Qualifying for Under age International events
EBSA under 21 Championships in March.
RIBSA will run 2 qualify competitions before December
The entry fee will be divided among the players who qualify to assist with travel and accommodation.
Players qualified from 1st event cannot play in second event
IBSF World Under 21 Championships.
2 players will qualify from National under 21 Championships.
We will qualify 2 more players from a qualifying competition excluding those already qualified.
Again entry fees will be divided equally among the 4 players qualified, to assist with travel etc.


Senior and Masters players will continue to qualify for international events from the ranking tournaments
Billiards
Senior and Intermediate billiards events to be run on the same day in the same venue.
Billiards players will qualify for international events from the senior ranking list.


Ladies
We need to make a greater effort to encourage more ladies to participate.
The regions will also be encouraged to run more ladies events
Players will continue to qualify for international events from the ranking list.


RIBSA will continue to pay international entry fees
International Travel Grants
RIBSA will guarantee to pay half of the airfare for all players referees and officials
attending international competitions.
This will only apply to the number of players on the letter of invitation
This will apply to a maximum of 2 Referees and one Official / Delegate.
This number may be increased in exceptional circumstances.
Additional players, referees and officials will pay the full air fare
All persons traveling will be responsible for their own accommodation costs.


Satellite Ranking Tournaments
Any club wishing to have their open event considered as a satellite ranking event must apply in writing
to RIBSA at least 2 months prior to the event.

Subject to all RIBSA conditions been adhered to RIBSA will award 25% of the normal senior ranking points
to that event. Points earned at the event will be added to the senior ranking points.
Some of the conditions would include RIBSA receiving a full report and completed draw sheet.
The event would need to be open to all RIBSA members to receive ranking points
Normal Ranking tournament rules must be applied
Additional RIBSA Costs € 4,700.00
Normal 128 stage costs 2 x€300 € 600.00
Normal Finals weekend costs 4 x 300 € 1,200.00
International entry fees € 2,000.00
€ 8,500.00

This €8500.00 should be our fund raising target for the year.

Funds generated by P J nolan while coaching abroad will be off set against P J’s travel and accommodation
costs when attending international tournaments on behalf of RIBSA.

All of the above finance proposals are subject to RIBSA continuing to receive funding from the
Irish Sports Council
